Minister of Industry and Technology, Mehmet Fatih Kacır, stated that they will accelerate the transformation of ideas into initiatives in the digitalization and artificial intelligence verticals, which are the pioneers of innovative technologies, and said, “Against the risk and threat of monopolization of the solutions developed by the major technology companies in the world and making other countries dependent on this field, we will support the development of the artificial intelligence ecosystem in our country through National Technology.” We see it as critical for our move. “We will continue to activate our artificial intelligence ecosystem with our Artificial Intelligence Ecosystem Calls, international collaborations, research centers, super-fast computers, and our R&D and innovation infrastructure that we strengthen day by day.” said.

Minister Kacır attended the APY TEKMER Opening Ceremony. Kacır said that the rapid development and digital transformation in technology continues at a dizzying pace. Reminding that techno-entrepreneurship, which has disrupted traditional business models and become the new driving force of economic growth, plays a leading role in the development and implementation of innovative technologies, Kacır said that Turkey should implement and regulate practices and regulations to develop critical technologies domestically and nationally and offer more competitive products and services in high technology fields. He noted that they are working to expand technology initiatives.

Underlining that technoparks have created countless success stories in many fields, from artificial intelligence to space and aviation, from biotechnology to financial technologies, Kacır said:

THE ROAD FROM IDEA TO PRODUCT

We supported the value-added production-oriented projects of our companies in our R&D and design centers, the number of which has reached 600. With more than 60 accelerators and more than 80 incubators, we have created a suitable climate for seed-stage startups to thrive. We have been bringing millions of young people into the technology development journey with the TEKNOFESTs we have organized together with our stakeholders since 2018. We call it witnessing the birth of thousands of startups “on the path from idea to product”.

MULTIPLIER EFFECT

We have spread “Deneyap Workshops” throughout the country, which enable startups to become stars in the world of technology. Through fund-of-funds mechanisms, we ensure that public resources create a multiplier effect on the growth of our entrepreneurial ecosystem. To date, we have invested 66 million euros in 112,3 startups through the venture capital investments made by the “Technology and Innovation Fund”, of which we are the main investor, in the form of a fund of funds. Within the framework of the Tech-InvesTR program we conducted with the Ministry of Treasury and Finance, we transferred 92 billion lira to 1,95 different initiatives, from health technologies to machine learning, from financial technologies to wearable technologies.

ENTREPRENEURIAL INVESTMENTS

We have invested over 38 million dollars in 15 startups to date in the Bilişim Vadisi Venture Capital Investment Fund, which we run together with Vakıf Katılım and Albaraka Türk Katılım Bankası. Through legislative regulations, we ensured that R&D centers and technopark companies benefiting from our R&D incentives direct their incentives to entrepreneurial investments.

WE GUIDE

We have transformed the TÜBİTAK Entrepreneurship Support Program (BiGG), which has enabled the establishment of 2 thousand 293 technology startups to date, into an investment program. With the help of KOSGEB, we have transferred 3 billion liras of resources to our entrepreneurs who have brought their ideas to life in the last 7,4 years alone. With the “Turcorn 100 Program”, one of the main applications of our National Technology Entrepreneurship Strategy, we guide technology startups that have successfully passed the early stage and have high growth potential to scale faster and open up to global markets.

GARAGE MODEL

At this point, we have 6 Turcorns, 7 of which we support as the Ministry. Turkish technology startups, with a total investment of 10 billion dollars in the previous 1 years, have received nearly 3 billion dollars of investment in the last 4 years. Yes, the “garage model” unique to Turkey has been successful.

TACKLE SUPPORTS

With our Technology Development Centers (TEKMER) Support Program, we stand by TEKMERs, which have a leading role in the development of new business ideas in our country. We offer our incubation companies that continue their entrepreneurship journey within our TEKMERs the opportunity to benefit from our comprehensive R&D incentives. The support we have provided to 27 TEKMERs and more than 350 technology entrepreneurs within TEKMERs, which serve as a platform for the commercialization of innovative products and services, has exceeded 263 million lira.

NEW ACHIEVEMENTS

With APY TEKMER, which will contribute to Istanbul’s new successes in the entrepreneurship ecosystem, we will accelerate the transformation of ideas into initiatives, especially in the digitalization and artificial intelligence verticals that are the pioneers of innovative technologies. We see the development of the artificial intelligence ecosystem in our country as critical for our National Technology Move, against the risk and threat of the world’s major technology companies monopolizing the solutions they develop and making other countries dependent on this field.

ARTIFICIAL INTELLIGENCE CALLS

In the face of the rapidly transforming structure of the field of artificial intelligence, we established the National Artificial Intelligence Institute within TÜBİTAK, which acts as a bridge with research departments, competence centers and co-development laboratories within the scope of academic research and industry needs. We will continue to activate our artificial intelligence ecosystem with our Artificial Intelligence Ecosystem Calls, international collaborations, research centers, super-fast computers, and our R&D and innovation infrastructure that we strengthen day by day.
